Directive Principles and Fundamental Duties

CGPSC Polity notes on Parts IV and IVA: classification of DPSP, DPSP vs Fundamental Rights (Champakam to Minerva Mills) and the 11 Fundamental Duties.

Chapter Overview

Directive Principles of State Policy (राज्य के नीति निदेशक तत्व) in Part IV (Articles 36–51) tell the State what kind of society to build: a welfare State with social and economic justice. Fundamental Duties (मौलिक कर्तव्य) in Part IVA (Article 51A) tell the citizen what the Constitution expects in return. Neither can be enforced directly in court, yet both shape laws, schemes and judgments, and both appear regularly in Prelims MCQs and in Mains questions on “rights versus directives”.

What You’ll Learn

By the end of this chapter, you will be able to:

  • State the features of Part IV and explain Article 37 (“not enforceable” but “fundamental in governance”)
  • Classify the directives as socialistic, Gandhian and liberal-intellectual, and know which amendment added which directive
  • Give examples of how directives were implemented, nationally and in Chhattisgarh
  • Compare Fundamental Rights and Directive Principles on ten points
  • Trace the conflict from Champakam Dorairajan (1951) to Minerva Mills (1980) and the 2024 nine-judge ruling on Article 39(b) and Article 31C
  • List all eleven Fundamental Duties in order, with the committees and amendments behind them
  • Write balanced Mains answers on the relevance of DPSP and the enforceability of duties
