Social Legislation and Human Rights
CGPSC GS-V notes: human rights and NHRC, SC/ST Atrocities Act, RTI, consumer and environment laws, anti-corruption and IT laws, with Chhattisgarh laws.
Chapter Overview
Social legislation (सामाजिक विधान) is law used as an instrument of social change: to protect the weak against the strong, the citizen against the State, and the community against the polluter. This chapter covers the laws named in the Mains Paper VII (GS-V) syllabus, from the Protection of Human Rights Act to the IT Act, together with Chhattisgarh’s own laws such as the Tonahi Pratadna Nivaran Adhiniyam (2005), the Lok Aayog Adhiniyam (2002) and the Lok Sewa Guarantee Act (2011). Several of these laws changed recently (DPDP Act and RTI in 2025, IT Rules in 2026, Section 17A litigation), so every time-sensitive fact here is dated.
What You’ll Learn

- Explain the composition, powers and limits of the NHRC and the Chhattisgarh Human Rights Commission, including the 2019 amendment
- Trace the path from Article 17 to the PCR Act (1955) and the SC/ST Atrocities Act (1989), with the 2015 and 2018 amendments and key judgments

- Describe the Consumer Protection Act, 2019 and India’s main environment laws with their constitutional basis and judicial principles
- Explain the Prevention of Corruption Act after 2018, the CVC and Lokpal, the IT Act, the IT Rules and the DPDP Act

Where It Is Asked
| Paper | What to expect |
|---|---|
| Mains P-VII (GS-V) | Short answers (e.g. “composition of NHRC”, “features of the Consumer Protection Act, 2019”, “Section 17A”, “Tonahi Pratadna Nivaran Act”) and long answers (effectiveness of the Atrocities Act, RTI after the 2019 and 2025 changes, environment versus development, cyber law and privacy) |
| Prelims P-I (India GS) | Not listed for this chapter in the syllabus map, but the same facts (NHRC, RTI, CVC, Lokpal, environment laws) often appear in Polity and current-affairs questions. The MCQs on each page train for that format |
| Interview | Boards often ask about RTI, corruption, cyber fraud and human rights in conflict-affected areas of Chhattisgarh |
- High-yield: NHRC 2019 amendment; Sec 18A and Prithvi Raj Chauhan (2020); RTI timelines and the 2019 amendment; DPDP Sec 44(3); consumer commission limits; years of environment laws; PCA 2018 changes; Shreya Singhal.
- Common mistakes: “NHRC is constitutional” (it is statutory); “SHRC removed by Governor” (by the President); “Sec 17A struck down” (split verdict, January 2026); “66A still in force”.
- Chhattisgarh angle for Mains: Chhattisgarh Human Rights Commission (2001); Tonahi Act (2005); Lok Aayog (2002); Lok Sewa Guarantee Act (2011); Hasdeo Arand; Guru Ghasidas’s message of equality.
